remove block speed internet

usually internet will use only 20% of all. how to use 100% ?

1. click Start
2. chose Run
3. in Open type gpedit.msc and click OK
4. it will show windows Group Policy
5. in Computer Configaration chose Administrative Templates
6. column Network chose QoS Packet Scheduler
7. look at the right window dubbleclick Limit reservable bandwidth
8. it wil show new window Limit reservable bandwidth Properties
9. chose Setting click Enable
10. in bandwidth limit (%) : setting to 0 zero
11. click OK
